A card is VG if it has any of the following:

• minor to moderate tears
• writing on the back, or minor pen marks on the front
• loose or slipping borders or sticker slippage (but still intact)
• moderate (but not severe) creasing, soiling, discoloring, spotting, staining, etc.

(if any of the last point are minor, then it can still be Ex condition). To be more specific people use grades of VG, VG+, and VG-. If it has a missing border, or very major scibbling or writing, or has major soiling or wrinkling or is mutilated, then it is not in VG condition, it is in "poor" condition.
